Public Contracts: MINMAP Clarifies Payment Procedures

The Minister Delegate at the Presidency in charge of Public Contracts, Ibrahim Talba Malla has issued a circular letter to project owners and delegated project owners, clarifying them on the document needed to be submitted for payment to be endorsed. “My attention has been drawn to the confusion prevailing over how certain concepts relating to contractors’ payment documents are understood and interpreted by many Project Owners and Delegated Project Owners. According to the circular, “final detailed account” and last invoice which must be submitted to the Ministry of Public Contract prior to payment as per Article 47 of the Public Contracts Code. The article states that the Minister in charge of Public Contract “shall receive a copy of provisional detailed account and endorse the final detailed account for works contracts, or the last invoice for the other types of services.
