Regional Councils: Wide-ranging Job Creation Potentials

The most recent institution within Cameroon’s decentralization setup has a great potential to create jobs and participate in the 600,000 jobs announced annually within the next few years by the Head of State.

T he putting in place of the Regional Councils in respect to the constitutional provision came with so much anxiety and expectations on the part of the Cameroonian public. Understandably so because the people believe they will be able to manage their resources at local levels and be masters of their own destiny in terms of development. He who talks of development, talks of exploiting various opportunities for growth which comes through different sectors of the economic fabric like agriculture, tourism, transport, infrastructure, services amongst others. The process of decentralization which has culminated with the coming of Regional Councils and Regional Assemblies like the case of the North West and South West Regions with Special Status, garnered hope for job creation through the competences transferred to the structure for its local development.

The standard organization of Regional Administration as spelled out by the December 28 Presidential Decree indicates the various positions of the Regional Councils/Assemblies. According to the organigram, there are 40 positions to be filled as human resources. These positions, are among the top management of the councils and does not include support staff that would be recruited as need arises. Simply mathematical multiplication of 40 direct senior position jobs at Regional councils for the ten regions already gives 400 jobs.

Apart from these direct jobs, the Regional Councils also have a great potential of creating jobs through various projects. The transfer of competences by sectorial ministries are not just mere slogans but effective transfer of technical competences which will give the Regional bodies opportunities to carry out projects where temporal and even long term jobs can be created.
